According to the new policy 2.2.0.0, the correct arch spec string for
intel is "i386-linux". Please rename the directory
/usr/lib/gcc-lib/i486-linux

dpkg --print-gnu-build-architecture still lists it as i486. gcc and
binutils use --print-gnu-build-architecture to determine what argument
to pass configure.
gcc and binutils are long-standing "policy exceptions", and are the
reason that -pgba is a dpkg flag. We may come to a time when the
official Debian arch spec no longer matches the official GNU arch spec,
or matches with unintended consequences.
I am very reluctant to change this. If you want gcc/binutils to use
i386, talk to the dpkg maintainer about changing i486 to i386 in the
spec list.

The various --print-*-architecture options for dpkg were fixed a
while ago. Also please note you should use dpkg-buildarchitecture
instead.
