Repacking a *.deb file from its components should work, but doesn't.

mvmap83# ar xvf at_3.1.7-3.deb 
x - debian-binary
x - control.tar.gz
x - data.tar.gz
mvmap83# rm at_3.1.7-3.deb
mvmap83# ar rc at_3.1.7-3.deb
mvmap83# ar rc at_3.1.7-3.deb debian-binary control.tar.gz data.tar.gz 
mvmap83# dpkg -i at_3.1.7-3.deb 
dpkg-deb: file `at_3.1.7-3.deb' is not a debian binary archive (try dpkg-split?)
dpkg: error processing at_3.1.7-3.deb (--install):
 subprocess dpkg-deb --control returned error exit status 2
Errors were encountered while processing:
 at_3.1.7-3.deb

This is with binutils 2.7.0.9-3.
