These files should be in dpkg-dev, not dpkg, as they are only used
when developing packages:
/usr/lib/libdpkg.a
/usr/include/dpkg/*
/usr/doc/dpkg/packaging.html/*
Also, /usr/lib/libdpkg.la shouldn't be installed at all.

AFAIK, this has been discussed in debian-policy, but I can't
remember the decision.
I'm about to release a NMU of dpkg; should I remove
/usr/lib/libdpkg.la ?

This bug is a little out of date. The current situation is:
/usr/lib/libdpkg.{a,la}, /usr/include/dpkg/* - no package uses it, and
most likely none will with the introduction of apt. probably can be
removed completely from debs (keep it in the build though)
/usr/doc/dpkg/packaging.html/ - should be removed completely per the
discussion on debian-dpkg.

I started the thread. We had no decision. We only had the recommendation by
Stephan (Zander?) to include them in -dev packages.
