EdgeScroll setting of non 100 100 is enough to reproduce this.
I'm filing this bug report to remind myself to do something about it.

I have unsuccessfully tried to reproduce this bug using the latest
(and only) stable version of FVWM2, currently in the Debian package
fvwm, version 2.2-x, found in potato/unstable, although it works quite
happily within a slink (Debian 2.1) system. The problem appears to
have "gone away", so if I don't hear from you to the contrary soonish,
I will close this bug report.
Thank you for your patience,
Julian (new fvwm maintainer)

I have been unable to reproduce this, and have received no response
from the submitter, so I'm closing the report.
