When installing new packages, dpkg uses the permissions in that package. dpkg
should keep the permissions of the files that are on the system. This way,
the administrator doesn't have to change all the files back to what they were.

I do not agree.
If your permissions are really messed up, installing packages again
should solve the problem.
Have you tried suidmanager? It may do what you want.
