I had 90% of perl5-lib done before this problem with perl-base arose, so
I finished off perl5-lib before releasing it.  I needed to have
perl5-lib have a name based on the current soname.  I don't want to have 
to hard-code it into the control file but I also don't want to have to
change the control file for every build.  There was a simple solution.
I just changed the generated control file ex post facto:
       dpkg-gencontrol -pperl5-lib -Pdebian/tmp-lib -Tdebian/lib.substvars 
       $(BASEBINDIR)/perl -i -pe "s/perl5-lib/perl5-lib$(soname)/" \
           debian/tmp-lib/DEBIAN/control debian/files

The debian/files was added after dpkg-gencontrol complained that it
couldn't find perl5-lib4_5.004.04-2_i386.deb.  This made sense.

Except now dpkg-genchanges is also checking the full debian/control file 
(the big one with all the packages).  I don't see any reason for it to
do this and it's causing me problems..
