This looks like the same problem that gnuchess and gnuchess-book had.
Note that both ppp-pam and gnuchess-book contain *only* the file
they divert.

My guess is that the diversion does not update the file-list cached by
the currently-running dpkg, and that causes dpkg to think that ppp
has overwritten all of ppp-pam.

This bug is ancient and dpkg-divert has gone through considerable changes
since then (and packages always contain more than one file now).  I expect
this bug has been fixed for some time and I'm going to close it and get it
out of the way.
