Maybe not completely, but it things it somehow unpacked and tries to start xdm
again. This is what happened (which should make it mor understandable, I
hope)

About to upgrade the xbase package. To do this, xdm and xfs must
be stopped. When they are stopped, all X sessions managed by xdm
will be terminated.

xdm and xfs will not be stopped. The upgrade of xbase is
incomplete; you must finish it later, when you are ready to allow
xdm and xfs to be stopped.

Starting xfs
There are three methods that can be used to start the X Window System:
`startx', `xdm', and `xinit'. We recommend the use of `xdm', but you
may choose which you prefer.

I think this is a bug in dpkg. When you answer "n" to that question about
stopping xfs and xdm, the xbase preinst exits with a status of 1. There's
really not much more the shell script can do. It's up to dpkg to interpret
that as a failure and not go ahead with the package install (which it
obviously did, as the message about methods of starting X is in xbase's
postinst script).
I am reassigning this bug to dpkg.

I'm pretty sure this bug doesn't exist anymore. xdm and xfs are in their
own packages and, for the most part, now handled like most other daemons
with init scripts.
