Please don't submit bugs against ancient versions of packages.

The current version of libc6-doc is 2.0.7pre2 and contains no reference to
fcloseall. I believe that this resolves your conflict.

 Do this:
$ info libc
 and type.. "s" and "fcloseall" and enter.

 Am I doing something wrong?

Nope, my ignorance.

The code clearly only returns 0

The documentation clearly says it may return EOF under the specified
conditions.

I'll pass this upstream and see what they say.
