On an installation that was on a laptop (200MB hdd), I had removed /usr/info/*
/usr/doc and /usr/man to save space.  I transfer it to a test machine and
upgrade packages (installation is 2 months old).  bash didn't install because
install-info just sat there.  /usr/info/dir was a 0 byte file.

I believe that one of these should take place if the dir file is missing or
0 bytes long:
1) Ignore it/fix it
2) Ignore it completely and exit with 0
3) Ask the user if (s)he wants to ignore/replace/fix/etc
