This is a big report about upgading 1.3 to 2.0 using apt
I followed the instructions, installing apt, then doing

apt-get update

then deleted the one offending package (something unimportant)
and then did apt-get dist-upgrade.

This seemed to run without a problem. The machine was then up and
running 2.0. I installed kde 1.0, and the replacement termcap library,
and it ran also. Finally, I rebooted the machine, which is when the
problems started. I could not log in. I would get the 'login:' prompt,
but entering a username would immediatly give a login error. There was
no problem entering the root password in a 'single user' boot. It seemed
that the password could not be checked, because the terminal lacked the
capability to enter a password. I modified inittab so that some
terminals ran tcsh instead of getty, so I could diagnose the problems.
When tcsh started it also complaned about ioctl, and that the terminal
is not capable of some things. I upinstalled the termcap - this didn't
help. (loging in from a telnet session also didn't help- same problem)
running X failed because the mouse could not be read. During boot, the
only indication of a problem was that the serial driver could not be
initialised, and the serial module was loaded.
The problem persisted on my original 2.0.29 kernel, and on the kernel
in the rescue disk, 2.0.34
I modified the /etc/nsswitch.conf files in every conceivable way, but
that didn't have any effect.
Oh, the only relevant non-normal thing installed before the upgrade was
linuxconf, and NIS.

Because the mechine is important, I could not keep it non-oprational,
so I installed debian 2.0 from scratch...so I can not submit a more
thorough bug report (sorry). I have three more machines to upgrade, so I
might encounter the problem again, but I don't think I'll use apt
upgrade this time.
