dpkg-buildpackage doesn't work properly with the -r<prog> option, at
least not with sudo or su.  The problem is that the script puts quotes
around "debian/rules <rule>".  If no rootprog is specified, then the
eval strips the quotes, but if a rootprog is used, the quotes are not
stripped and dpkg-buildpackage can't find "debian/rules <rule>".

The fix is to remove the quotes around the debian/rules <rule>
wherever it is run by rootprog.
