After upgrade to the newest locale package, my program started to behave
incorrectly: they just do not show russian letters according to ctype macroses.

When I recompiled the locale
    localedef --charmap=KOI8-R --inputfile=ru_RU ru_RU.KOI8-R
    rm -rf /usr/share/locales/ru_RU.KOI8-R
    mv /usr/share/locales/ru_RU.{koi8r,KOI8-R}
    
everything is fine again.

It's really annoying that the locales are broken so often. IMO the
libc maintainers should set LANG to en_US instead of POSIX on their
systems in order to make sure that only working packages are uploaded.
