dpkg-deb does not honor the --no-check option.  This leaves no means
to build bad packages, which may sometimes be necesary.  Currently, I need
to build CGI-modules, which is rejected because of uppecase letters in the
package name, but dpkg cannot correctly handle case changes in package
names, so a new lower case package cannot be built.

dpkg-deb lists a --no-check option in its man page and usage text, but
it defines the option --nocheck.  

Either the option name or the documentation is wrong.
