found in usr/bin/perl fails because insert-version.pl contains
the perl path hardcoded.

Is this bug still reproducible? AFAICT, neither does that script
exist in recent dpkg source versions, nor should any scripts have
any paths hardcoded, because GNU autoconf/configure stuff is used...
