On <http://lynx.isc.org/release/>, you'll find a link for a tar.gz
"the distribution with available international message catalogs".
Debian packages should include available message translations.
You could use this as the original tar.
Note that that lynx-2.8.3.tar.gz (at least, currently) does not
include a Japanese catalog. (Therefore I filed its omission from
the Debina package as a separate bug.)
