It would be really nice if I could use dpkg-divert on a conffile
(specifically I want to divert /etc/init.d/rc for my file-rc package).

From the dpkg side of things diverting conffiles should work fine.
However, it is still a dangerous thing to do since maintainer
(and other) scripts do not check for diversions and will assume
the original version is installed.
