Doing an installation of a new system with dselect is an iterative
process.

First, the selection stage.

If package foo depends on package bar, then SHOULD be presented before
foo in the selection list.

Second, the installation stage.

When package foo depends on bar, dselect MUST try to install bar before
foo.

(SHOULD and MUST are meant in the RFC 1123 sense).

Anything else will cause severe confustion among anybody who installs
Debian as the first system they administrage themselves, and is very
likely to turn them away from Debian permanently.
