[Nbd] Allocating new commands and capability flags

Hi,

I'm currently using the nbd protocol as an easy way to prototype and
evaluate storage media command extensions for secure data handling.
What's the official accepted process of allocating flags and commands
for experimental usage? Right now I need two commands and two associated
capability flags.
