G'day All,
skill (part of procps) has a licence that says:

** skill - send signals to processes by tty, user name, command or
  proc id.
** snice - change process priorities by tty, user name, command or
  proc id.
  **
  ** Version 3.6
  **
** This program may be freely redistributed for noncommercial
  purposes.
** This entire comment MUST remain intact.

I'm suggesting of *NOT* including skill in any Debian package, comments?
