There is a configuration file, /etc/X11/xdm/Xservers which lists the
servers xdm should start or actively connect to. You will need a "local"
entry there (see xdm(8)). Also, you will need to configure the X server
first. The best way to do so at present is to take an existing
configuration from another, possibly similar machine and modify it by
hand.

Yes, becuse the actual server is not running. If it were, you'd see a b/w
raster background and probably an xdm login screen.
