I don't know, but it would be more difficult to create. Perhaps some
combination of Festival Lite and SpeakUp would be best, with a kernel that
offers a variety of Alsa drivers as modules. Somebody may well have tried it
by now.

Braille support is easier, since the devices that have USB interfaces can be
detected reliably, and there is no need for complex software to be run by the
operating system. While this is also true of hardware speech synthesizers,
these are mostly relatively old serial devices. The best text to speech
systems are, unfortunately, proprietary - this is one area where free software
hasn't yet caught up, and the speech quality of existing free systems is
substantially inferior.
