shows bin/brltty

So apparently we are not talking about the same "debian 11 arm64".
Please be really precise about where you are downloading the image from.
If you are using a raspberry image, please discuss with raspberry
people, I have no control over how they generate their images.
Debian itself does include brltty in all its images, even the netboot
mini.iso.
