rocblas is already packaged [1], but didn't quite make it in time
for the Debian 12 (bookworm) release cut-off.

Unfortunately it looks as if the .deb [2] from testing/unstable is not
directly installable on bookworm/stable as it requires a libstdc++6
newer than available there.

However, it should be easibly rebuildable if you are so inclined, and we
hope to provide backports to stable for all packages soon (~ months).
