It was not quite that simple, but perhaps my difficulties with
these tools were self-inflicted. Today I gave up on keeping my
packaging tools within a chroot---neither sbuild nor pbuilder were
themselves willing to run in an isolated environment. The nested
chroot was a sticking point. Everything was simpler after that was
eliminated.
I went ahead and built rocdbgapi with pdebuild after enabling experimental and it appears to build correctly. I also did a bit more manual testing after building gdb from source and verified that I could print variables from GPU memory.
I believe the package is ready for re-review.
