Explicitly specifying 'rw' in the milo boot command has no effect on my
situation.
Using
'boot sda3:vmlinuz root=/dev/sda3 rw'
exhibits the same behavior as
'boot sda3:vmlinuz root=/dev/sda3'
Does this answer the 'read-only' question?
