What type of system are you using?  If it's an AXPpci33, the 21066 is
being used to help manage the bus itself, so the CPU is brought into
nearly everything.  UDB's have the same problem.  Granted, it shouldn't
have taken THAT long, but that could be RAM-related too (how much RAM do
you have?).
