mkdosfs is in the dosfstools package.

Depending on how picky the Mikasa firmware is, you _may_ have to create the
filesystem as a FAT16 partition even if it is small enough for FAT12 (-F 16 is
the option you need). In addition, when you mount it use type msdos rather than
vfat, otherwise the firmware utilities may see strange directory entries.

Of course the Mikasa may be rather less braindead than the Ruffian which is
what I am basing the above on - wouldn't be hard :-)
