Yes, that should work in theory, but it will be a lot of work for
you. Building good .deb packages is more work than you expect
when you are familiar only with rpm packages.

Note also that you will probably have trouble with a number of
packages in woody that are simply too old to support amd64:
gcc-2.95, binutils, modutils, XFree86 and some more in woody
won't build in 64 bit mode, and it may not be easy to mix
different versions.
