Bug#228355: apache: silly init script policy implementation

Apache's init script makes use of /etc/default/apache to enable/disable
the daemon upon boot, by setting the following variable:
start_at_boot=false
However, this prevents the init script from being used at all if the
variable is set to false- not just at boot time.
It is also redundant, init has a better method for preventing daemons
from starting at boot (/etc/rc*.d/).
