This seems to happen from time to time. linux-latest haven't been updated in testing yet, so backports will probably be broken at least until it hit testing (and then someone need to backport it). I can see that testing contain both 4.6 and 4.7, so the fault seems to be that someone removed 4.6 before linux-latest could be updated. Could we prevent this in the future?
