Bug#1055292: Debian bookworm with the latest backports kernel (6.5.3-1~bpo12+1) not shutting down

After upgrading the latest kernel from backports the system does not shutdown completely:
after starting shutdown (gui or terminal) the screen turns off but the power led (and other keyboard leds) stay on, and can be shutdown only pressing the power button for a few seconds in order to turn it off completely.

With the previous version (6.4.4-3~bpo12+1), and even with all those before it, including the stable versions, no problems of this kind were detected.
The journal log reports no errors.

Looking for similar errors I found many reports by searching "kernel 6.5 poweroff hang", and a possible kernel related bug:

from this report it seems that version 6.5.8 fixes the problem but I am not able to verify it myself.
