Debian "blends" are specialized distributions with defaults selected for specific applications, in general these do not release on a different schedule.

A proper, consistent "release" is a lot of work. We've debated various strategies to reduce that over the years and implemented some (like the "testing" distribution).

Taking a snapshot of packages that, according to their dependencies, can be co-installed works to some extent, but for something to be called a "release" it is also necessary for someone to be prepared to provide support for the package version that ended up in the release, throughout the release's lifetime.

Every release essentially creates a "stable release" branch for every package, so there cannot be a release without support from all package maintainers.
