Akira Yoshiyama doesn't have enough time to make Japanese version of
boot-floppies for potato. He is now concentrating to multibyte locale
support of glibc2.1/2.2. Current glibc2.1 support wcsmbs well but localedef
can't handle multibyte characters well, he and his friends try to
fix this problems.
Anyway, someone in Debian JP will volunteer to make/contribute Japanese
version of boot-floppies :-) As you said, the major problem to merge to
official one is "kon", because linux kernel itself does not display
CJK characters on console. We need some special program such as kon.

I've heard Noritoshi MASUICHI are trying to develop Framebuffer version
of kon. It seems still unstable yet.
