IMHO it does make sense to complete the hardware drivers (loading mods)
and then run hardware specific software such as the _hw_clock.
Please delete
/etc/rcS.d/S18hwclockfirst.sh
and create
/etc/rcS.d/S22hwclockfirst.sh
as symbolic link to
/etc/init.d/hwclockfirst.sh
