Thank you for reporting this problem. It will be fixed in the next
version of console-setup.

Actually the only thing that has to be fixed is to hide this error
message, or maybe replace it with a warning (thats why I am lowering the
severity of the bug). The script ckbcomp is not the only required file
from /usr. The only way to be sure the preliminary keymap configuration
works is to have precompiled keymap in /etc/console-setup. Later during
the boot process, such precompiled keymap will be prepared
automatically, so there will be no error message the next time the
computer reboots.
