firmware-ath9k-htc includes firmware for some of the few Wi-Fi USB
dongles that work without non-free software. In particular, all dongles
supporting 802.11n that are Respects Your Freedom certified require this.
Its inclusion would make installing Debian easier for me.

This was fixed in d-i bookworm alpha 2, along with better support for
non-free firmware.  The changes are spread around hw-detect and debian-
cd, but the above is the debian-installer version.
