I have done this, I have
export LOCAL=1
export LOCALDEBS=$DCD_HOME/local-woody-ia64
and $DCD_HOME/local-woody-ia64 looks like this:
local-woody-ia64/
local-woody-ia64/dists/
local-woody-ia64/dists/woody/
local-woody-ia64/dists/woody/local/
local-woody-ia64/dists/woody/local/binary-ia64/
local-woody-ia64/dists/woody/local/binary-ia64/Packages
local-woody-ia64/dists/woody/local/binary-ia64/non-official/
local-woody-ia64/dists/woody/local/binary-ia64/non-official/mozilla-browser-ia64_0.9.3-0.1_ia64.deb
...
...
That Packages file was generated with something like
cd local-woody-ia64
dpkg-scanpackages dists/woody/local/binary-ia64/non-official /dev/null "" > dists/woody/local/binary-ia64/Packages
