   * X binaries now installed to /usr/X11R6/bin
   * debian/rules no longer builds picedit or xpicedit (previously it was
     building them but they were being installed on the machine building the
     package, not in the package itself -- so they were not in the binary
     package anyway)  FYI, picedit and xpicedit are not actually part of the
     game but are included in the source distribution.
   * LinCity's CHANGES file now installed to /usr/doc/lincity/changelog.gz
     as per the Debian policy manual
   * Now builds the game with -O3 -- greatest speed optimization
   * Acknowledgements file is now installed to the documentation directory
   * Priority changed to optional (was extra)
   * Minor changes to copyright, control, etc.
