new version of rlpr (1.50)



There is a new binary inluded in this version - rlpq.  It should
be obvious what it does.  These binaries are not suid root.  They
were previously, however.  rlpr does not need to be suid root to
work (provided one has access to a working rlprd proxy).

If this should be changed such that rlpr rlpq and rlprd should be
suid root, let me know and I'll upload a new version.
