This is a question for the release team (preferably with an unblock bug). The Debian-CI team only runs the infrastructure.

[Release Team member hat on] Having said that, r-cran-bayersplot is not blocked by r-cran-ggplot2, so it can migrate once it's aged (assuming r-base migrates before that time). After that, the migration tooling will trigger a new test with r-cran-bayerspot in testing and assuming you're right, all will be well than.[/hat off]

So, I think all we need is a bit of patience.
