New cloud team in tracker.d.o

Hi,

I've created a new cloud team in the tracker, so we can set that as the
maintainer address. I did it because I wanted to fix #899859, and didn't
feel like setting the list as maintainer (as this is discouraged by
listmasters). Please have a look:

and remove yourself if you don't want to receive the emails for the
packages. I've added everyone that was listed on the Salsa group (which
was easy, as we're all DDs, so I just used the salsa username@d.o).

Now, I'm fixing python-uritemplate and I'll be setting

team+cloud@tracker.d.o

for the maintainer email. Let's do that for all of our packages (like
cloud-init and friends).
