Digging up an old thread from last July regarding an update to the cloud team
delegates and delegation text. If you have some time, it'd be great to finish

Are you thinking the delegation needs to enumerate responsibilities more
specifically? If so, we have other projects unrelated to VM images:
- provider-specific mirror infrastructure.
- build systems for docker images on docker.io and public.ecr.aws.
- QA stuff, like ci.debian.net and archive rebuilds
- random systems for other teams
- infrastructure for cloud team use
With the above change, we can't longer provide those.
We prefer the previous text here: the contract work with SPI covers more than
just the cloud images.
If you don't object, feel free to send me an edit link to the doc and I'll
restore the previous text for this point. Everything else looks good.
