Bug#873299: please provide HTML documentation

Dear Maintainers,
Currently SLIME documentation is provided in PDF and info formats, but not in
HTML, which is the preferred documentation format in Debian (see Policy ?12.4).
Fortunately upstream already provides a Makefile rule for building the HTML
manual.
