This has already been reported somewhere, but I can't find it right now.

Anyway, if you send mail to nnn@ and nnn-submitter@ in the same message,
it will be recorded in the bug log twice, but bugreport.cgi will fold
away the second one, so that solution is currently quite non-intrusive.

Subscriptions are probably the right answer.
