Bug#70908: marked as done ([bugreport.cgi] Place message received on top of what was actually done to the message in the log information that is displayed.)

Hello,
I suggest that the order of listing of events on a bug page
be changed to be more temporal and have common items grouped
under heading tags of the HTML.

Specifically
look at the page http://cgi.debian.org/cgi-bin/bugreport.cgi?archive=no&bug=70516
I responded to the submitter, but the note that the message was forwarded comes
before it. It would make more sense to me if the note came after the text
of the message.

It looks like
