Downloading this file with python urllib2 gets the wrong SHA-1.

After trying to download the file with wget I saw that connections were
being closed mid-stream and wget was resuming using a new TCP connection
and HTTP with a range header. I then checked it from various network
locations (Australia, master.d.o, alioth.d.o, lw08.d.o) and saw the same
behaviour everywhere. All the IP addresses involved (23.62.99.18
184.84.221.17 88.221.210.18 23.65.181.34 95.101.0.98) appear to be at
Akamai so there is probably not much that can be done about this. That
said, it doesn't appear to happen with nvidia-graphics-drivers 343.22 so
maybe there is something else going on, not sure.

I looked at the code and did a test, that appears to be correct.
