The bug web pages are not absolutely up to date with the actual
database. Your submitters may well have viewed the bug system on
the web and not seen the report.

FWIW, I do find it irritating when I get the same bug reported
multiple times, but I don't think it's unreasonable. It's not a big
deal for the maintainer to clean it up. (But then I don't maintain
any super c00l packages.)
