Boot time flexibility is useful for solving "machine won't boot" crisis
situations.

The right solution here is to make it easy to understand what the
capabilities of the system are.  [And, if I can be a bit philosophical,
that's the purpose of security restrictions: to make it easy to understand
what the machine will do.]
