Anyway, the thing is that it's under the administrator's authority
where to place /var/mail and /var/spool/mail.  If he decides to put
it on a single partition, if he decides to split it, if he decides
to symlink it to a different filesysten, even to a msdos filesystem,
this is his authority.  No system script, especially no update
mechanism, is allowed to trash it.
